[Ietf-keyprov] IEEE 1619.3

Tony Nadalin alerted me to the recent chartering of this IEEE group.

This is an offshoot of the secure storage group, it is not a primary goal of the WG. I will give the WG chair a telephone call today or tommorow to alert them to our existence and suggest they may want to attend the Prague meeting.
